The Qur'an as well as the sayings and example of the Prophet Muhammed (ﷺ) do not just command laws on a state or community level, but also a code of conduct on a personal and interpersonal level, which is called adab (manners) and akhlaq (interpersonal ethics and morality). This code of conduct is derived from the obligations, prohibitions, warnings and recommendations contained in the Qur'an and the Sunnah of the Prophet Muhammed pertaining to the behaviour, attitude and manners of the Muslim towards others. In order to demonstrate that behaviour and appropropriate conduct is not subjective - as atheist ethics are - one of the primary reasons for the creation of HISBA was to demonstrate that all Muslims agree on manners and behaviour towards eachother.
